Florida League of Mayors Legislative Fly-In meeting of January 12th, 2012

The Florida League of Mayors Fly-In meeting of January 12th, 2012 started at 9:00 a.m. Florida League of Mayors President Mayor Lori Moseley, City of Miramar started the meeting and quickly turned the floor to Legislative Affairs director Scott Dudley. Scott spoke about the legislative.
The top priority of the legislative session is pension reform and we are working the legislature to pass SB 910 (Sponsored by Senator Alan Hays) and HB 365 (Sponsored by Representative Fred Costello). The bills to do the following;
• Modify the use of the insurance premium tax revenues by repealing the mandate for cities to perpetually provide new, “extra” pension benefits for police and fire.
• Allow cities the ability to adjust pension benefits
• Provide for accountability by police and fire pension boards of trustees; and
• Reform the current statutory disability presumptions for firefighters, law enforcement officers and correctional officers relating to heart disease, hyper tension or tuberculosis.

The FLM Mayors met with Major General Burnette of the FL National Guard

On April 21, 2010 the Florida League of Mayors held its second Legislative Fly-In for the 2010 legislative session. The fly-in kicked off with an early morning legislative issue briefing from the League of Cities lobbying team on the major issues impacting cities this session. These issues included: TABOR, sovereign immunity, comprehensive public pension reform, red light cameras, issue campaign financing and restrictions on local government expenditures and many others. The mayors had the opportunity to voice their primary concerns about these issues to the lobbyists and ask questions regarding the current status of the bills.

During the legislative briefing, the Mayors had the opportunity to meet Major General Douglas Burnett, the adjutant general of Florida. General Burnett spoke with the Mayors about his responsibilities with the Florida National Guard, the importance of the relationship between cities and the National Guard, and his lifetime of service to Florida and the United States. It was an honor to listen to an important man in Florida’s history who has exemplified commitment to serving his state and country. After the morning briefing, the Mayors headed over the Capitol where they met with their local legislators and voiced the concerns of the cities.
The afternoon was filled with more meetings with legislators and bill sponsors where the Mayors were able to again stress the importance of homerule. The
Mayors were enthusiastic and passionate about the issues at hand and had a successful day representing Florida’s cities.

These issues included: TABOR, comprehensive public pension reform, traffic enforcement and red light cameras, issue campaign financing and restrictions on local government expenditures, offshore drilling, unfunded mandates, and increased recycling. The mayors had the opportunity to voice their primary concerns about these issues to the lobbyists and ask questions regarding the current status of the bills addressing the issues.

We would like to thank all of the mayors who joined us this year for the Florida League of Mayors’ Fly-In. We had a great turnout with 13 mayors attending. The mayors met in the morning for a legislative briefing on key municipal issues including impact fees, foreclosures, and growth management.
After discussing these issues with our lobbyists, the mayors then met with their individual representatives and senators. In the afternoon, they were recognized on the House floor by Representative Anderson, and also on the Senate floor by Senator Garcia.
